Public Housing Authorities ( PHA’s ) manage publicly owned affordable housing. Budget constraints over the past few years have left many PHA’s with a liability of un-funded capital needs accounts. Despite these needs, in SEG’s experience, due to their bonding capacity, PHA’s are extremely well positioned to self-fund energy efficiency projects in the form of a revolving loan fund. We also assist PHA’s and serve as a technical adviser for contracts with Energy Service Companies (ESCOs).
Because most of our nation’s public housing stock was built with “first cost” rather than long-term operating costs in mind, a high percentage of these assets contain the potential for very cost effective energy conservation. Under insulated roofs, poorly performing mechanical systems, over-lit or poorly lit hallways and common areas, and poor indoor air quality are very common.
